Railing is also possible,but some stairs are without railing. And the point is you can't walk up & down the railing. So, only thing that can be installed on stairs is a carpet/Rug.

sorry soz,,, but if u look at the riddle,,,, it doest not talk about walking,,,,, and also compare around u,,, how many stairs u find with carpets/rugs and how many with railing,,, and i am pretty sure,,, u will find more stairs with railing than carpeted stair with a heavy margin of difference even in US or european country,,,,u will find carpeted stairs in execuitve offices type building or in some home,,,, but u will hardly find stairs without railings

and railing 100% fits with the riddle,,, as it goes up and down with stairs

Yes, "Railing" can also be considered as a right answer. Keeping in mind the fact that some riddles have multiple answers.Therefore, your approach is logical.
