Salman Taseer maintains that he qualified as a chartered accountant from the United Kingdom. If that was true his nomination papers would not have been rejected in the 2002 general elections for not having a BA degree or an equivalent qualification. According to article 101 of the Constitution, a person cannot be appointed as Governor unless he is qualified to be a member of the National Assembly. Salman Taseer has been a minister in the caretaker cabinet. Perhaps, President Musharraf had already decided to appoint him as Governor when the graduation condition was challenged in the Supreme Court last month. If that condition had been there, Salman Taseer would not have been eligible to be appointed as Governor.
