well, in first case, i'd say yeah to some extent. Make-Up kits, plastic surgery etc can make every one beautiful to some extend (at least better than without these things) but in later case ... I'd say "NO". It can't be bought.

The inner beauty is inherited from your parents, developed with your age (study, intelectual, maturity) and it keep growing. You can make-up it with your WILL POWER to make it more beautiful and no one can ever ever BUY IT.
